Dear Reader, A warm welcome to our first Newsletter Edition of 2021!
Since last year, we are stranded in a global pandemic that dramatically changed our lives and the way we work. This put us all to the test and required that we adapt to our new circumstances in order to continue making a positive impact on the world.
Indeed, climate change won’t be put on hold, and disasters will continue to happen despite the Covid-19 pandemic. As a result many people, especially among the most vulnerable communities, are requiring our assistance and support to continue to cope and recover from the various risks they face.
The new year’s activities created quite a momentum for Climate and Disaster Risk Finance and Insurance (CDRFI), drawing global attention to adaptation and the start of a “race to resilience” .
Hence, for this newsletter edition, we are thrilled to feature a snippet of the most exciting activities that kick started this year such as the Climate Adaptation Summit, which featured the launch of our interactive Annual Report 2020 with a collection of case studies from our partners and newest facts and figures of the Partnership showcasing the successes of our collaborative efforts.
In addition, this issue features an exciting interview from the IADB, as well as an invitation to explore further our new Centre of Excellence on Gender-smart Solutions and the key take aways from the latest Live Talk on Gender.

Throwback to the climate adaptation summit

InsuResilience at the Climate Adaptation Summit 2021
The Climate Ambition Summit held in January 2021 aimed to bring together influential actors to accelerate, innovate and scale up the world's efforts to adapt to climate change. It included interventions by key high-level representatives and global leaders, including Chancellor Angela Merkel, emphasising implementation of the Partnership's Vision 2025 and committing further support to climate and disaster risk finance.

The Launch of the InsuResilience Virtual Annual Report
The InsuResilience Annual Report 2020 was and launched in an interactive online format at the Climate Adaptation Summit in January. The exciting new report showcases the work of the Partnership over the last year including case studies, latest achievements towards the Vision 2025 goals, new member activities, the Declaration on Gender, and a futurist’s view on the management of compound risks linking Climate Disaster Risk Finance and Insurance (CDRFI) and COVID-19.

Interview: Juan Antonio Ketterer from the Inter-American Development Bank
Mr Juan Antonio Ketterer from the Inter-American Development Bank (IADB) gave an interview on the role of CDRFI in Latin America and the Caribbean, a region that is highly exposed and vulnerable to climate and weather-related events. The interview covered the use of data to better understand climate and disaster risk, the role of the private sector, and the impact of COVID-19 on the IADB’s approach to CDRFI, among other topics.

Announcement of the Insurance Solutions Fund Grant Agreement

|
The InsuResilience Solutions Fund (ISF) announced the signing of a grant agreement supporting the development of an insurance scheme for Nagaland’s State Disaster Response Mitigation Fund (SDRMF) in India. By co-funding the development costs of the Nagaland insurance scheme, the ISF is supporting a light-house project in disaster risk management.

The Center of Excellence, International Women Day and the Gender Week Campaign
The Centre of Excellence on Gender-smart Solutions ran a campaign from the 8-15th of March to celebrate International Women's Day. During this week, we shared articles by our members, quotes from publications on social media, and held the 3rd Live Talk on gender-responsive Climate and Disaster Risk Finance and Insurance.

3rd Live Talk on Gender-Responsive Climate Disaster Risk Finance and Insurance
The Live Talk held on the 11th of March was a huge success with over 90 participants tuning in for an engaging conversation on gender-responsive Climate Disaster Risk Finance and Insurance in different international policy areas, as well as implementation on the ground. A recording of the Live Talk is available online, and the report will be published in April.

Africa Risk Capacity Replica Payout in Senegal - an Internal Evaluation
|

In 2017, Start Network and the World Food Programme sought to expand the approach of the African Risk Capacity (ARC) through the ARC Replica programme. The objectives were to further expand the coverage by cooperation with humanitarian actors while providing the opportunity to test new financing tools for civil society (especially insurance), and ultimately promote the uptake of ARC by countries themselves. This initiative has been supported by the German Development Bank (KFW).

Confronting simultaneous Climate, Public Health, and Economic Shocks in Developing Countries - Two Proposals for Ambitious 2021 Reforms

|
The recent article by the World Resources Institute discusses how to incentivise the uptake of Climate and Disaster Risk Finance and Insurance. Reforms proposed include systematically incentivising investments before a disaster by making ex-post finance cheaper for those countries that have invested in resilience, coupled with more concessional finance to assist the countries to pay for these investments, among others. These reforms are primarily targeted at the International Development Association and the Global Risk Financing Facility.

Policy Note on Integrating risk finance in National Adaptation Planning
|
|
|
A recent Policy Note co-authored by the InsuResilience Secretariat provides decision makers with a detailed account of how integrating risk-financing considerations in adaptation planning can enhance investment decisions in the context of climate change. It makes references to three instruments under the UNFCCC: Nationally Determined Contributions (NDCs), National Adaptation Plans (NAPs) and adaptation communications (adcoms).
